Steps 1
Open new with black color background ,
- Press Ctrl + J (duplicate background layer)
- Use pen tool draw some lines like this
Steps 2
Press Ctrl+T ,Right Click & select wrap Transform like this ,
Press Ctrl+T ,Right Click & select wrap Transform like this ,
Now Click Filter in menu bar --> Blur --> Gaussian Blur
Steps 3
- Press Ctrl + J (duplicate layer 1)
- Select layer 1 , now Click Filter in menu bar --> Sketch --> Chrome
Right click Layer 1 copy select blending options set value
Final result
